  It is the objective of The City of Mountain Home Water/Wastewater Department to provide its customers with the best water and sewer service possible at a fair price.
INFORMATION FOR NEW CUSTOMERS

  • Water Bills are rendered monthly.
  •  Meters are set and sewer connections are made between 8 a.m. and 4:30 p.m., Monday through Friday.
  • Automatic bank draft form can be filled out and sent to the mailing address.
  • For after hours emergencies call the Mountain Home Police Department. They will contact the "on call" service-person.
 
OBTAINING WATER SERVICE

Bills may be paid by mail, placed in the drop box located outside the water department office or at the Water Department business office located at 720 S. Hickory St. For proper credit, always include the lower section of the bill with your payment. To aid in the processing of the payment and to insure proper credit, please write the account number on your check.

Automatic Bank Drafting eliminates the time and expense of addressing envelopes, buying stamps, writing checks and driving to the post office or across town to pay your water and sewer bill. When you subscribe to automatic payment service, you will still receive a copy of your monthly bill. An authorization form for Automatic Bank Drafting can be downloaded HERE or may be picked up at the Water Department business office.

For questions about your bill, the Customer Service Office and telephone lines are open between 8:00 a.m. and 4:30 p.m., Monday thru Friday. Workdays after a holiday, Mondays, and thru lunch are the busiest times. The best time to call or visit is between 1:00 and 4:30 p.m., Tuesday through Friday.

OBTAINING SERVICE                                                                         [BACK]
In order to obtain service, contact the Water Dept. to arrange turn-ons and installation of meters. It is the policy of the Water Dept. to turn water service on only when someone is present because of the potential for water damage due to damaged pipes or fixtures.
Meters are set and/or turned on and sewer service connected between 8:00 a.m. and 4:30 p.m., Monday through Friday during office hours.  In order for service to be provided on the same day it was requested, payment must be made by 3:00 p.m. for turnon's and turnoff's.

DEPOSITS                                                                                              [BACK]
For residential customers:  A deposit of $95.00 and a connection fee of $30.00 for a total of $125.00, is necessary to connect to our water system. The deposit of $95.00 is refunded when you leave our water system. For Commercial Deposit:  A deposit of $189.00 plus a $30.00 connection fee for a total of $219.00, is necessary to connect to our water system.  The deposit of $189.00 is refunded when you leave our water system.  If you move from one house on our water system to another house on our system, the deposit is transferred, there would be no additional connection fee at that time. The Utility will refund deposits on notice to disconnect services and after payment in full has been received for all services rendered. The Utility will forward any deposit balance due the customer to the forwarding address furnished by the customer. 

MONTHLY BILLS                                                                                 [BACK]
Bills for service will be rendered monthly. The term "month" for billing purposes will mean the period between any two consecutive readings of the meters by the Water Dept. such readings to be taken as nearly as practicable every 30 days.  Bills are mailed to the customer on the last business day of the month, and are due and payable by the 15th of each month.  If bill is not paid by the 15th, a 10% penalty will be applied to the bill.  For bills not paid by the 25th, Service will be disconnected.  (See Discontinuance of Service).  Failure to receive bills in no way exempts customer from payment of bills.  When the Water Dept. is unable to read a meter after a reasonable effort, the customer will be billed on an estimated consumption based on the best available information.

DISCONTINUANCE OF SERVICE                                                      [BACK]
When it becomes necessary to cut off water service for reason of non-payment of bills, the Water Dept. shall have the right to charge a fee for restoring water service.  At the current time, that fee is $53.00.  In order to restore service the same day service has been disconnected, payment in full must be received in our office by 3:00 p.m. on the day disconnected or the reconnect will be the next business day.  We do not accept payment in the field for reconnects, turn on's, turn off's, or installs.  Payment must be brought to the Water Department office.

IDENTIFYING WATER AND WASTEWATER DEPARTMENT EMPLOYEES      [BACK]
In the course of providing safe and reliable water supply, the Water Dept. employees visit homes or businesses periodically to read or change water meters, make repairs, investigate complaints, discontinue or restore service, etc.  If there is any doubt about the person being a Water Dept. employee, call the office to confirm the purpose and identity of the person.
As a matter of policy, Water Dept. employees DO NOT enter the customer's home. An exception to this policy may occur when a customer requests assistance in finding the causes for an unusual situation. A customer service specialist may enter a customer's home ONLY at the customer's request. Under no circumstances will a Water Dept. employee enter a customer's home when the customer is not at home.

 


 

RESPONSIBILITY FOR SERVICE

The Water Dept. owns, maintains and repairs all of the underground water and wastewater mains. The customer owns and is responsible for the installation, maintenance and repair of everything from the water meter to the house. For wastewater, the customer is responsible for everything from the house to the wastewater main. If a leak occurs on the customer's portion of the line, the customer must have it repaired.  The meter is normally located in a meter box near the property line. The customer should have, (according to plumbing codes), a shutoff valve located in the line between the meter and the house. The meter box should never be covered (i.e., paving, plants, dirt). Shrubs, trees, etc., must be kept trimmed from around the meter box.

The rates paid by any person for water furnished shall be as follows:

A.  Availability

1.  No more than one (1) residential unit or one (1) business house shall be served through one (1) meter except where this condition now exists or where special conditions make it more practical to serve through one (1) meter.

2.  Where more than one (1) residential unit (such as a residence, apartment, mobile home, housekeeping or other unit) or business establishment is served through one (1) meter, the minimum will be based upon three-quarter inch (3/4") meter for each class of service and will be increased in proportion to the number of units served through one (1) meter.

WASTEWATER SERVICE CHARGES

For water used during April thru September an average of the previous six month period will be used. In general, these are the months when residential customers use the least water and when water issued is going into the sanitary sewer system for treatment. For new customers the maximum charge will be based on 6,150 gallons until such time as that customer establishes an average for the October thru March period. This computation has been passed by the City Council as a way of alleviating very high sewer changes during the summer when many customers water their grass and flowers and this water is not going through the sewer system.

Charges for all other classes of customers (commercial, industrial, etc.) are based on the same rate but are computed each month according to the amount of water used.

The Water Dept. will strive to maintain continuous service but is not liable for loss or damage caused by interruption, delay, or failure of service. In the event of disruption of service, every reasonable effort will be made to restore service as promptly as possible.

 


 

WHILE AWAY FROM HOME 

 

When you plan to be away for an extended period, advance payments are suggested to prevent an interruption of service. We will also disconnect your service for $25.00 and reconnect your service for $25.00 when you return, you would not be billed during this period. 

 


 

HELPFUL HINTS ON FINDING A LEAK

The most common water leak is a dripping faucet. Toilet leaks are also common. A quick check can be made by dripping some food coloring into the commode tank after it has filled and become quiet. If after 15 min. the bluing appears in the bowl, this indicates a tank leak.
To make a leak test of the overall plumbing, turn off all faucets and other water outlets, and keep watch on the meter for ten or fifteen minutes. If the hand continues to move, then there is a leak; the size of which can be measured by timing the hand to see how long it takes to waste a given quantity.

HOW TO READ A METER

PROCEDURES TO ENABLE CUSTOMER TO READ METER
1. The Rockwell S.R. Magnetic Drive Water Meter is an easy-read meter. The first three (3) digits are read from left to right in which case this meter reads 324 or 324,000 gallons. The previous reading is subtracted from the present reading to calculate consumption. The long red hand is used to calculate flow and also to detect leaks. Some Rockwell S.R. meters are equipped with black triangular-shaped flow finder which magnifies the flow in order to detect smaller leaks. (See Figure 1 Below)




2. The Rockwell S.R. II Magnetic Drive Water Meter is an easy-read meter. The 2nd, 3rd and 4th digits are read from left to right in which case this meter reads 265 or 265,000 gallons. The previous reading is subtracted from the present reading to calculate consumption. The long red hand is used calculate flow and detect leaks. This meter is equipped with a white triangular-shaped flow finder which magnifies the flow in order to detect smaller leaks. (See Figure 2 Below)

3. The Badger Split Case Magnetic Drive Water Meter is an easy-read meter. The 2nd, 3rd and 4th digits are read from left to right in which case this meter reads 143 or 143,000 gallons. The previous reading is subtracted from the present reading to calculate consumption. The long red hand is used to calculate flow and detect leaks. This meter is equipped with a red triangular-shaped flow finder which magnifies the flow in order to detect smaller leaks. (See Figure 3 below)


                  


4. The Recordall Model 15 Badger Magnetic Drive Water Meter is an easy-read meter. The 2nd, 3rd and 4th digits are read from left to right in which case this meter reads 687 or 687,000 gallons. The previous reading is subtracted from the present reading to calculate consumption. The long red hand is used to calculate flow and detect leaks. This meter is equipped with a red triangular-shaped flow finder which magnifies the flow in order to detect smaller leaks. (See Figure 4 Below)




5. The Neptune Tri-Seal Magnetic Drive Water Meter is an easy-read meter. The 2nd, 3rd and 4th digits are read from left to right in which case this meter reads 527 or 527,000 gallons. The previous reading is subtracted from the present reading to calculate consumption. The long black hand is used to calculate flow and detect leaks. (See Figure 5 Below)
