Street Committee Meeting

September 19, 2023 - 12:30 p.m.

 

The meeting was called to order at 12:25 p.m.

Present were Scott Manchester, Assistant Director of the Street Department; Jennifer Baker, Committee member; Arnold Knox, and Steve Hill, Public Works Director.

Scott reported there was a correction in the amount spent at the 8th Street parking lot.  Last month he reported $8,966 was spent, when after retotaling, it came out to $36,217 that was reimbursed by the Sewer Department.  Jennifer asked what was done at that location.  Scott said there was a rebuild to the parking lot with base and new asphalt.  Steve added, there was a portion of sewer line that was replaced, and the lot had been pretty well torn up.

Sealed bids were opened for the E. 1st Street and Conway Street asphalt.  Dilbeck Excavating was the low bidder, and Scott said they would be starting that in a few weeks.  Both streets are ready to go.  Bids for culvert were opened, the low bid was $80,414.77; sealed bids for striping various streets that had been overlayed, were opened.

The Street Report for August 2023 was reviewed.  Scott reported the E. 1st Street rebuild is waiting to be paved.  The landscaping has been completed and the total spent through August 31 is $194,489.96.

Conway Street is the same as E. 1st St., Scott reported.  The landscaping has been completed and right now are waiting for it to be paved.  The total spent on Conway Street through August 31 is 187,071.97. 

Maintenance for the month of August totaled $30,657.19.  Scott reported that the crew was trimming limbs, mowing right of ways and general maintenance.

Jennifer asked if the third construction crew was ready to go.  Scott said it was, but one of the foremen suffered a heart attack and the third crew foreman took over for his crew until he returns.  He added, two new laborers started this past Monday, two more are starting next Monday, and an equipment operator will be starting the 1st part of October.

Jennifer asked if bids are being opened today for the new community center.  Scott added, the Street Department is doing dirt work out there, getting the pad ready for the gymnasium.  Arnold reported the curb, sidewalk and parking lots will be done by the Street Department.  He added the building pads will be done by a contractor. 

Scott reported a new dump truck ordered almost 2 years ago, was delivered recently and it was sent today to Bus Andrews in Springfield to have the snowplow and dump box installed.

Arnie said a vehicle and equipment list has been sent to city hall for auction.  He said we missed the earlier auction because the new trucks hadn't come in yet.  Now that they are here, we can go ahead and auction what we have.
