Street Committee Meeting

July 15, 2025 - 12:30 p.m.

 

The meeting was called to order at 12:30 p.m. 

Present were Scott Manchester, Assistant Director of Streets; Jim Bodenhamer, Susan Stockton and Jennifer Baker, Committee members; Steve Hill, Public Works Director; and Scott Liles, City Clerk.

Scott showed pictures of new equipment that had been recently delivered; a new Caterpillar D5 Dozer, a Tack Coat Machine and a Caterpillar Front End Loader. 

The Street Report for June 2025 was reviewed. 

Scott reported work being done at the Community Center is going well.  At this time, the crew is building a retaining wall behind the gymnasium which will be poured on Monday.  He added, the Street Department will be working over there until it is completed.  The total cost to date is $1,703,055.56 with a total year to date is $105,396.30.

Over at the Redbud & Windbrook rebuild, curbs are done on Windbrook Street, and there is a section of sidewalk left to pour, inlet box tops are being built and there is some landscaping to do.  Scott said the crew will then continue working on Redbud to complete it and get the grass growing.

Later in the summer he plans to start digging out Windbrook for asphalt and would like to get it paved this year.  The cost of this project is $355,885.19.

Delwood Lane, Grace Lane and Meadowcrest have been completed.  Hydroseeding was scheduled for tomorrow, but since it is so wet, has been postponed.  The cost to date is $312,893.38.

Maintenance for the month of June totaled $44,768.23.  This includes mowing, trimming weeds, sign maintenance, traffic light maintenance, checking and cleaning culverts, etc. 

Scott reported the Budget looked good; Steve reported to the Committee that sales tax is a little behind than what was projected.   Scott also told the Committee that 16th Street will be overlaid on Thursday and finish on Friday. 

City Clerk, Scott Liles reviewed with the Committee, the Billboard Ordinance that will be going up for the second reading at the next City Council meeting.   There was discussion and the Committee was good with sending it to Council. 

Steve reported we will soon be posting signs regarding the 8th Street traffic signal removal.  The highway department has approved the removal of the traffic lights at 8th Street.  Signs must be posted 30 days prior to any work that will be done.

They will read something like, "signal removal coming soon" or similar to that.  After the 30 days, the Street Department will begin removing the traffic signal poles.  Steve told the Committee the City had met with the State to discuss three intersections: 8th Street, 6th Street and the junction at 62 and 5 North.  They said 8th Street was approved, and 6th Street did not warrant a left turn lane.  At the meeting, it several intersections were discussed, and it was decided by the State, they would do a corridor study on Main Street from the 9th Street intersection to the junction at 5 North.

Jim asked what the status of the Hicks Creek bridge reconstruction was.  ARDOT will be rebuilding the bridge before the city rebuilds 5 South.  Steve said the water and wastewater utilities will be relocated by October.  He added, he didn't know when the State would actually start their work.
