Street Committee Meeting

September 17, 2024 - 12:30 p.m.

 

The meeting was called to order at 12:30 p.m.

Present were Steve Hill, Director of Public Works; Scott Manchester, Assistant Director of Streets; Jim Bodenhamer, Paige Evans, Susan Stockton and Jennifer Baker, Committee members. 

The Street Report for August was reviewed.

Scott reported the lower area at the pool has been based in and the crew is working on drainage around the community center area.  The cost through August 31 is $1,404,498.13; of that amount, $283,144.09 has been reimbursed by the Parks Department and the balance will be reimbursed by December 31 of this year. 

The rebuild project at East 6th Street and Foster has been completed.  The final cost will be reported at the next meeting.  The cost through August 31 is $361,843.96. 

Overlays to be completed include 6th, 7th, 8th Streets, South Street behind Town & Country, and South Street over by 2nd and 3rd Streets.

These streets will finish up for the year on overlays.  The total cost to date is $$296,174.56. 

The Maintenance crew will go over to Robinson Drive in Carlile Highlands after overlays are completed.  Scott reported the street has subgrade issues from when the subdivision was built, and that street is sinking.   He said they will dig out the bad areas and base in however much is needed and finish it with new asphalt. 

A rebuild project began yesterday at Redbud and Windbrook.   The crew had been locating utilities on Redbud last month, and there are a planned 73 inlet boxes to be built.  Scott told the Committee this will be a big project, estimating the middle of next year for completion.  The cost to date is $15,721.50.  

The Turnage Trail and Deer Path project is going well, and Scott reported it should finish up around the end of October, weather permitting.  Curb and gutter on one side of Turnage was going to be finished today, the other side will be finished by the end of the week. 

Then they will start it on the cul-de-sac side of Deer Path.  Sidewalk will go in after curbs are finished.  The cost to this project is $83,604.88.

The Art Walk at ASU is completed at a cost of $2,240.96.  We made concrete pads for the artwork to sit on along their walking trail.

Maintenance for the month of August is $34,268.23 and included right of way mowing, sign maintenance, cleaning creeks, trimming trees in all zones, etc.

The Budget looks good, Scott reported.   Jennifer asked if we were fully staffed.  Scott told the Committee there was a new employee that started Monday the 16th, and another will start on the 23rd.  This will bring us to full staff. 

Scott said the new traffic light cabinet that had been damaged a few weeks ago was shipped last Friday, so he expects it to be delivered sometime this week.  Once received it won't take long to install, estimating 2 days.  This cabinet is located at the intersection of 62/1st/5 North.  There was discussion about that location being a 4-way stop and temporary traffic lighting.  Scott told Susan the intersection at E. 1st and Leatherwood would be made a 4-way stop as soon as the traffic light was operating again.  The two digital warning signs that were to be used at E. 1st and Leatherwood to warn drivers of the new 4-way stop had to be taken to 62 & 1st for that temporary 4 way.

City Clerk, Scott Liles, complimented both Steve and Scott on the fine work that was done at the 6th and Foster project. 

Susan asked about the sinking area at Cooper Estates Drive near the intersection of Highway 62.  Scott said that would be repaired soon, but next year that street along with Bradley Drive will have a total rebuild done. 

Scott also told the Committee there is a small repair to be completed at 16th and Post Oak, where vehicles bottom out due to the street having a steep angle at the stop sign.
